MAKINDYE SSABAGABO MUNICIPAL COUNCIL INVITES T H E G E N E R A L P U B L I C TO SUBMIT VIEWS ON THE LOCAL GOVERNMENTS (MAKINDYE SSABAGABO MUNICIPAL COUNCIL) (WASTE MANAGEMENT) BILL , 2025

Purpose of the bill

The bill seeks to provide; for the control, storage, collection, transportation, treatment, processing and disposal of waste generated within Makindye Ssabagabo Municipal Council.

Objectives

The objectives of this Bill are to:

• Regulate waste management private companies;
• Regulate the management of waste in both domestic and commercial premises;
• Regulate transportation of solid waste and to Provide specifications for garbage collection trucks;
• Operationalize the existing laws and regulations relevant to waste management;
• Inculcate the culture of having solid waste containers by all premises
• Control littering in the Municipal Council;
• Empower community residents to take ownership of solid waste management;
• Set fines and penalties; and
• Set solid waste collection fees.
