GREATER KAMPALA METROPOLITAN AREA- URBAN DEVELOPMENT PROGRAM(GKMA-UDP)

About the Program

The Greater Kampala Metropolitan Area Urban Development Program GKMA- UDP is a

government of Uganda program aimed at supporting the needs of entities in the Greater

Kampala Metropolitan area towards service delivery for improved mobility and connectivity

, workspaces, job creation, resilience, environment and institutional strengthening.

Implementation of the GKMA-UDP

The Office of the President Ministry of Kampala Capital City and Metropolitan Affairs

carries out its implementation through the nine entities of the GKMA- UDP of Wakiso,

Mukono and Mpigi district local governments, Kampala Capital City Authority (KCCA),

and the respective Municipal Local Governments of Kira, Nansana, Makindye-Ssabagabo, Mukono, and Entebbe.

Financing the program

The program is worth 460 billion for a period of five years.

Objectives of the program

The strategic objective of the program is to enhance the institutional capacity in the for

GKMA metropolitan coordination and management and increase access to improved

infrastructure and services.

Specific objectives of the program are to;

Strengthen the Institutional capacity of MoKCCMA and nine entities, local governments

for metropolitan coordination in the delivery of the infrastructure investments.

1. Enhance mobility and accessibility in the GKMA

• Improve road networks and public transportation

• Increase access to transportation for all

• Reduce traffic congestion and travel times

2. Foster Resilience and Environmental Sustainability

• Protect and restore natural habitats

• Promote green infrastructure and spaces

• Enhance disaster preparedness and response

3. Support Local Economic Development

• Enhance quality of labor-force

• Create job opportunities for the youth

• Develop facilities for business

Model of operation for GKMA-UDP

Program implementation is based on performance for results for financing modalities

where the actual size of the funds disbursed depends on the performance of the

implementing entities on the meeting the disbursed linked indicators based on the

annual performance assessment.

The implementing local governments have a perform to earn for infrastructure

investments, and they will get less funding if they are under performing

Program Focus Areas

The areas of the program are;

(i) Mobility and accessibility – holistic infrastructure development

(ii) Resilience and environment – enhance of climate change resilience and

environmental sustainability (through better management of solid waste,

development of green parks and rehabilitation of storm water drainage).

(iii) Workspace and job creation – spaces for vendors; and business centres for

engagement, incubation and jobs for youth, women and other markets economic

clusters.

(iv) Strengthening institutional capacity of Makindye SSabagabo Municipal Council in the

delivery of infrastructure investments.

Beneficiaries of the program

The program promotes inclusiveness of all stakeholders and will primarily benefit residents

of Wakiso District, the Municipalities of Nansana, Makindye-Ssabagabo, Kira, Mukono and

Entebbe Kampala, Mpigi and Mukono Districts.

The secondary beneficiaries include the transient population beyond the GKMA, Ugandan, and non-Ugandan citizens and the private sector actors both national and international.

Planning frameworks on which the program is aligned

The program is aligned to the government of Uganda vision 2040, the National Development

plan III (2020/21-2024/25-2030), the Greater Kampala Metropolitan Area economic

development strategy (2020-2030), the National Urban Policy (2017), Uganda’s National

Climate Change Policy (2015) and the Green Growth Strategy (2017/18-2030/31) and the

global sustainable development goals (2015- 2030).

The Greater Kampala Metropolitan Area Master plan (GKMA-IUDMP) was prepared by the Government of Uganda through the Office of the President with Ministry of Kampala Capital City and Metropolitan Affairs (MKCCMA) with support from Japan International Cooperation Agency (JICA) is ready for public viewing and comments from 17th July 2024 to 17th September 2024
