EDUCATION AND SPORTS SECTOR
The Department derives its mandate from the existing National goals and objectives, the Education Act 2008 and the 1995 Constitution of Uganda, which are in the line with vision 2040.

Mission
To provide Education to all School going children, equipping them with basic knowledge, skills, values and attitudes for appropriate exploitation of the environment and sustainable development of oneself and the country at large.

Department Goal
Equity, quality and accessibility to education and sports for all.
Objectives
Intensifying inspection, supervision and monitoring of all schools for improvement of academic standards and adherence to the Basic Requirements and Minimum Standards.
Building capacity in School administration and management for Head teachers, Deputy Head teachers and School / Centre Management Committees
Construction of classrooms, staff houses, latrines, play facilities and provision of classroom furniture.
Handling children with special needs
Inclusive Co-curricular activities.
Duties & Responsibilities

Education Laws
Implement education laws, policies, and regulations

Education Plans
Implement approved education and development plans, strategies, and council decisions.

Technical Support
Offer technical advice on education and sports to the Council and other stakeholders.

Teachers' awareness Training
Organize and facilitate Teachers’ awareness training.

School Inspection
Coordinate School inspection, sports, and other educational activities and programs.

Monitor & Supervise
Monitor and supervise Educational, examinations and extra-curricular events in the Municipality.

Teacher Data Bank
Maintain an updated teachers’ personnel database.

Digital Licensing
Sensitize and mobilize private schools to apply for license and registration following the digital approach.

Reward & Sanction
Reward and Sanction personnel in our schools for good and bad practices.

Data & Statistics
Generate, analyze and disseminate data and statistics for planning for the department in particular and the Municipality generally.

Facilities
Provide sufficient classroom space, offices, furniture, sanitation facilities and staff accommodation.

- A two-classroom block with an office at Busabala Primary School.
- A two-classroom block with an office at Bunamwaya Church of Uganda.

- Six primary schools have received 10,000 litre water tanks
- 80 attached desks have been distributed to schools.
- Phased Construction of a storied building at Namasuba UMEA Primary School.

- A land title for 4.05 acres was secured for Seguku Primary School
- 1 acres was secured for Kigo Prisons Primary School
- We are in the Final stage of securing 3.1 acres for Busabala Primary School
- A memorandum of understanding between Bunamwaya C/U Primary School and Church of Uganda ( Namirembe Diocese was secured)
Challenges
In spite of visible and tangible achievements, we are still faced with the following challenges;
1. A large pupil to class ratio of 83:1
2. Lack of accommodation for Nursery units in UPE schools
3. A large pupil to desk ratio of 5:1
4. Inadequate teaching and learning materials
5. Inadequate teacher accommodation
6. Inadequate teacher staffing for both UPE and USE Schools
7. Inadequate staffing at the departmental level
8. Inadequate funding for co-curricular activities
9. There is no USE school in Masajja Division
10. Many schools have no Lightning arrestors
11. Most religious founded schools are yet to sign a memorandum of understanding with their foundation bodies
