Duties & Responsibilities

Mobilizing and Empowering
Mobilizing and empowering communities to participate and engage actively in the development process

Community Centers Supervision
Monitors & supervises community centers and other community reformatory establishments

Social Sector Development
Implements and monitors the effective implementation of social sector development laws, policies and strategies

Coordination of Initiatives
Coordinate government initiatives, CSOs and other stakeholders in community development programmes and initiatives.

Technical Leadership
Provides technical leadership and guidance on community mobilisation and mindset change programme

Social Data Management
Collect, analyse and disseminate social welfare and development information

Social Welfare & Safety
Promote social welfare and safety across the municipality.

Community Engagement
Community engagement focusing on vulnerable groups including youth, women, PWDs, and the elderly, along with community mobilization of government programmes
Objectives
To enhance community involvement and participation in development programs including Youth Livelihood Programme (YLP), Uganda Women Entrepreneurship Programme (UWEP) and Discretionary Equalization Grant (DDEG).
To promote decent employment opportunities and labour productivity by ensuring a good working relationship between employers and employees.
To promote rights, gender equality and women’s empowerment in the development process.
To improve the capacity of youth to harness their potential and increase self-employment, productivity and competitiveness.
To uplift the socio-economic well-being and raise the capacity of the women, youth and PWDs through engaging in Income generating activities (IGAs).
To improve community participation in the planning process.
To lobby, support and collaborate with NGOs, CBOs and other development partners.

To contribute to the reduction of illiteracy in the Municipal Council through the FAL Programmes.
To ensure the protection of children and raise public awareness on the rights and responsibilities of children.

Challenges
In spite of visible and tangible achievements, we are still faced with the following challenges;
1. Low sustainability of community initiatives due to failure of the community to appreciate the group approach
2. Inadequate sector funding.
3. Negative attitude and low involvement of the community towards development programmes.
4. Community participation is still low, making community project ownership lacking in many areas.
5. Inadequate knowledge on child related laws, guidelines and policies by the service providers doing OVC work despite the ever increasing numbers of OVCs.
6. Inadequate resources to follow up probation cases and in instances of child neglect, rape cases, divorce and child abuse there is an information gap, people still need to be sensitized about the child rights, community participation rights, labour rights since many are still being exploited because of ignorance.
